The All-American Football League

Purpose

The All-American Football League (AAFL) exists solely for the enjoyment of its team members.  The AAFL is a pay league that consists of 3 divisions made up of 4 teams each.

Commissioner's Duties

The duties of the commissioner are to maintain proper records and see that they are sent to the league owners in a timely  manner. Decisions pertaining to player positions and any other matters concerning NFL players will be determined using the NFL.COM web site. All decisions made by the commissioner are final. If a team owner disagrees with the ruling of the commissioner he may call for a League wide vote on the ruling. After the vote is called for it will take a 2/3-majority (8) of all team owners to over ride the ruling of the commissioner. The commissioner has the right to appoint an assistant commissioner at any time to act as commissioner in the regular commissioners absence. When appointed the asst. commissioner will have the same powers as the regular commissioner. The commissioner also is responsible for the upkeep of the AAFL web site.

All times talked about in the rules will be according to Eastern Time.

Teams

The league will have 12 teams that will be divided into three divisions.  Each team will have a team name and logo chosen by the owner.  Should the owner wish to have his/her logo posted on the web page, the owner will be responsible for providing the Commissioner, via email, a copy of the logo in either GIF or JPG format.  A team will remain in their respective division for the entire season.  If the team changes owners, the new owner will have the right to rename the team.

League Operation

The league will be scored using software provided by FANSTAR. The league will be a Head to Head competition league.  The regular season will be 14 weeks long with a 2-week playoff.  Each team will play teams in their division twice and all other teams once.  The winner of the regular season will be determined by combining all the points scored by the starting line-up of each team. During the regular season, ties will be allowed.

Draft

The draft will be held at a location to be determined on Sunday, August, The draft will consist of 12 rounds.  A drawing will be held to determine picking order.  The drafting order will be determined by picking numbers.  There will be approximately 20-30 minutes after the numbers are drawn to allow for setting up of the draft system and the trading of draft picks.  The draft will go in reverse order.  In other words, Round 1 will go 1-10, Round 2: 10-1, Round 3: 1-10, etc.  Teams will have 2 minutes in the first 4 rounds to make their pick, 3 minutes for rounds 5 through 8, 4 minutes for rounds 9 through 12.  If the time limit is exceeded before the pick is made, that team forfeits their position for that round will move to the last pick in that round.  After completion of the draft, teams will be allowed to fill in rosters as they wish.

Personnel Changes

Waiver Wire/ Free Agency

Free agency will start as soon as the commissioner can get the results of the draft posted to the website, no sooner than 24 hours after the completion of the draft, no later than 96 hours after completion of the draft.  Free agents will be determined by a bidding system.  If a team wishes to acquire a free agent, they will go to their respective web page and utilize the "Waive/Add" player feature or send an email to the commissioner stating who they wish to waive, if needed, who they wish to acquire and the maximum amount they want to bid.  A Proxy Bid system will be in effect in that a team may bid the max amount they are willing to pay.  If a bid comes in that is higher than the current bid but lower than the maximum bid placed, the bid will automatically be raised to that price. Example:

Team A wants to pick-up a player off of the waiver wire.  The owner sends in a waiver request with a maximum bid of $1.50.  The current bid will be $1.00. Team B wants the same player and sends in a waiver request with a maximum bid of $1.25.  Since Team A bid up to $1.50 for the player, the bid will move to $1.25 with Team A having the high bid.  Team B decides to go to a $2.00 bid for the player.  The owner sends in a waiver request with a max bid of $2.00.  Team B will now have the high bid on the player for $1.75 as their bid beats the high bid of $1.50 by Team A.  There will be a maximum bid of $5.00 for a player.  If a team places a max bid of $5.00, that team will automatically aquire that player provided that another team has not placed the maximum bid ($5.00) for that player.  In the case where one or more teams place a maximum bid on a player, the tie-breaker procedure, list below, will take effect.

The Free Agent/Waiver Wire time period will be from the completion of the Monday night game through 8:00 PM Wednesday.  All bids for free agents must arrive during that time period. All free agent bids begin at $1.00.  All bids for free agents must be done in increments of $0.25.  In the case of a tie bid for the same player, the team with worse record will get the player.  If both teams have the same record, the team with the fewer points will get the player.  If a tie still exists, the team with the worst division record will get the player.  If a tie still exists, there will be a coin toss with the commissioner performing the coin toss.

Current bids on free agents will be posted on the web site and all teams bidding on a free agent will receive an email each day with the status of free agent bidding.

If you have one Team Defense, during their bye week, teams will be allowed a free waiver wire pick-up for a team defense for that week's games.  After the completion of that weeks games, that Team Defense will be removed from the roster and placed back into the free agent pool.

If you have one Special Team, during their bye week, teams will be allowed a free waiver wire pick-up for a Special Teams for that week's games.  After the completion of that weeks games, that Special Team will be removed from the roster and placed back into the free agent pool.

HOWEVER, if there is a waiver wire request for the respective Team Defense or Special Team, that Special Team or Defense will NOT be available for a free pick-up.

The week leading up to week 14 of the playoffs will be the last week to make any free agent acquisitions.  Team rosters will be locked for the remainder of the season after the waiver wire deadline of week 14.

Trades

Players wishing to perform a trade of players must send the trade request to the commissioner via email.  BOTH teams must notify the commissioner of their trade intentions.  All trades will be posted to the pending trades page of the web page and sent out to all teams via email.  Teams will have 24 hours from the date the trade request is sent out to file a protest regarding the trade with the commissioner.  An owner must have a valid reason for protest, i.e., he/she feels that a trade it too one sided.  A 2/3 majority (8) must file a protest in order to invalidate a trade.  The commissioner will have the final authority over all trades.  Trades will be allowed from the pre-season through Week 12.  Fees for trades will be as follows:

League Championship

League playoffs will begin in week 15 of the NFL season.  The three division winners will automatically qualify for the playoffs..  In the case of a tie, the team with the higher amount of total points will be the #1 seed.  If there is still a tie, the head-to-head record will determine the #1 seed. The remaining team with the best overall record will win the wild card berth.  In week 15 of the NFL season, the division winner with the best record will play the wild card team and the other two teams will play each other.  In week 16, the winners of the previous games will play for the championship the losers will meet in the Close But No Cigar Game to determine 3rd place.  Head-to-head records will be used to break any ties.  In the event that a tie still remains, total points scored for the season will be used.  In the event the tie still remains, a coin toss will be conducted by the commissioner and will be the final tiebreaker.

Toilet Bowl

The remaining teams that did not make it into the League Championship Playoffs qualify for the Toilet Bowl.  The Toilet Bowl will follow a different format than the regular playoffs.  The Toilet Bowl will take place over a two-week period, Weeks 15 and 16.  The total points scored over the two-week period will determine the winner.
